Am I correct in thinking that a bath heat-light-fan with a load of 1500 w connected to the bathroom receptacles circuit is a violation of 210.23(A)(2) even if the manufacture instructions do not call for a dedicated circuit ??
 
210.23(A)(2) is for cord-and-plug connected equipment, right?

I don't think a hardwired heater is covered by that. Does the heater have a cord? Is a receptacle in a fan unit considered a receptacle for that purpose?

I think you may be caught between technical wording and intended application
 
Since it's over 50% it cannot be on the 20 amp bathroom circuit.

210.23(A)(2)Utilization Equipment Fastened in Place.
The total rating of utilization equipment fastened in place, other than luminaires, shall not exceed 50 percent of the branch-circuit ampere rating where lighting units, cord-and-plug-connected utilization equipment not fastened in place, or both, are also supplied.

They really should say that a dedicated circuit is required but some items just default to the fact that you are required to install following all national and local codes.

They still manage to cover themselves.
