The last final I got was on a kitchen and bath remodle,the inspector had us open the main panel, looked at ever cercuit,checked phasing on the MWBC's checked the grounds, that took at least 10 minutes.Then went in the kitchen inspected there,checked all the GFI'ed outlets and had us shut off circuits one at a time to make sure that they were labled correctly and nothing was on with the small apliance circuit. The inspection lasted at least 25 minutes. I was glad that she did her job thoroughly.This was in San Francisco they charge $80. per inspection on top of the permit cost, 10min wouldn't be justified at that price.
