Can a receptacle in a bathroom, other than those required to service a wash basin, be located within 5' of a tub or shower?

yes. 406.8(C) prohibits them within or directly above. Of course, all recepticles in a bathroom need gfci protection per 210.8(A)(1)

If you draw a vertical line up from the outer edge of the tub or shower the receptacle can be anywhere outside of the space created by the line. This would include being right next to the tub or shower.

It's legal. Are you thinking of the 3 x 8 rules for luminares? I have a song stuck in my head now looking at this...(AC/DC jamming hard on "Dirty Deeds Done Dirt Cheap") Legal, and the money is right, (assuming the HO is aware of this?) put it in.
