Yes, being this is a small vanity. The code seems to call for a wall receptacle. I interpret to my advantage this potential recp. to be in the wall of the cabinet.
Placing a receptacle in this area uses the exception in kitchens. However I am not sure why. There is no minimum height which makes me wonder why we need an exception to install in the side of a cabinet.

210.52 (D) The receptacle outlet shall be located on a wall OR PARTITION that is adjacent to the basin OR BASIN COUNTERTOP
My guess is it complies.
