What I found in my 1999 code book was something I remember reading only it is not in the code book. it was a local issue. seems that there was some flack in a local town about all bathrooms needing to be on 20 amp circuits. and they site 210.8(A)(1) as to why they will allow 15 amp circuits in "other Bathrooms". since 210.11 states "the bathroom" the locals in this town said "since 210.8 refers to 15 and 20 amp receptacles installed in locations (1) through (8) and (1) is bathrooms we will allow 15 amp circuits to feed all bathrooms not deemed "the bathroom" further "the bathroom" is to be the one considered most used by the family living in the dwelling and the Master bedroom bathroom if one is built."
There you go and that is where my confussion was and that is the town I keep seeing these 15 amp circuits in "other bathrooms"
