I know this has happened, that is why some (most) Telco's do not allow interlocks, we learned from experience, a very bad and expensive experience.
I referenced the OSHA documents that pertain to battery rooms already. In OSHA, NFPA, and UBC codes there is no requirement to interlock the fans and rectifiers. It is simply a design issue. You can choose to interlock them or not.
