What Is The Rating For 4 Awg Belding Cable Going Thru Seal-tite Or
Raceway.(15 Feet). This Is For 460/3 60 In-line Voltage. I Have A Chart That Said It Is Rated For 100 Amps.(open Air).what Percentage Do I Use.

the insulation type is Neoprene.

Neoprene is not enough. The cable should be marked every two feet (400.6) Need that to properly identify it, so that it can be referenced to NEC.

Thinking it might be in table 400.4
