I disagree; 90-4 is a statement of "responsibility" not a free grant of personal opinion. It means the the?AHJ or authorized rep needs to know what they're doing. Otherwise, we may as well toss out the Code and just ask the AHJ what they think.

Now, if you cited 110.12, I might buy into it, but I'd still want to see more substance to the judgement than just opinion.

As an ex electrical inspector, if push comes to shove in a court case, the inspector better have a Code section to cite as the Code violation, it's not different than when you get stopped by the police for a driving violation. He cites you with the law you are in violation of. When I worked on my own as an electrician, the inspector turned down my job in a dwelling unit,(too many receptacle outlets on a general purpose branch circuit)I had 11 in two bedrooms, I won the case.

As John has mentioned, you had better have a code section(s) to cite, and it better be correct. I have been in court 3 times in the very recent past, and two important important issues will transpire.
1. The opposing attorney/expert will work you over, usually testing you to see what you do and do not know.
2. The judge usually does not know the code very well and will demand a code section and then listen to the debate between you and the attorney/expert.

BTW- one of my students called me today. He got a voilation from one of our inspectors and he refuted it. He whipped out his code book and showed the inspector the code section... the inspector agreed with him and rescinded his violation. I told my student he did himself, the inspector and others a favor by doing that as the inspector learned something.
I am waiting to see if this inspector says anything to me about this :)

All of the inspectors know I teach, this should be interesting.

Bending radius should not be less than 10 times the cable size in order to reduce electrostatic stress on the cable. :)
