Best method of checking ballasts

I'm wandering if anyone knows of the best method of checking ballasts(magnetic and electronic). I know that you can use an ohm meter and check to see that you don't have a short or to see if you have continuity, but I'm wandering if anyone knows of a better method/procedure.

I saw an article in EC&M mag awhile back that had to do with measuring voltages at the fixture contacts with the lamps removed.
Maybe you can google it.
