Best/Safest Method to Ground for a 320A Dual Lug Meter w/Two Outside Mains?

Greetings. I'm having a little trouble getting absolutely information on the best and safest way to ground my 320A service.

I'm coming from 200A service and have never used double lugs before. I am afraid that I could overlook a possible safety or code violation. I know that every sub-panel needs the neutral and ground unbonded, but I'm failing to understand what that means for grounding rod situation between both main panels.

Can I use the same two ground rods for both mains (as shown in the first image) or does that create a potential issue if there's a surge? Do I need to then have 4 ground rods so each have 2x 5/8" 10 foot copper rods spaced 8' apart (as shown in the second image)? If neither of these, what is the correct solution or best practice?
