Best test methods and equip

I am looking to determine the best test method(s) and type of equipment to use for these listed applications,
Verification of new installtions and existing cables and equipment for maintenance from 1kV to 15 KV . Also, new and old 120 to 600 volt cables, equipment, transformers and motors in industrial environments. I have read a lot of literature (AVO-Megger) trying to compare the difference between Insulation Resistance testers, Megohmmeters, and dielectric test sets and I cannot determine which would work best for our work. I would like something that also would document the test performed. Talk to me.

Wow! I could take all day to answer that question. Start with looking at the NETA specs MTS (Existing equipment) and ATS (New equipment). www.netaworld.org

LV cables you can get away with a megger, MV stuff is another story.

DC hipot tests are not recommended on MV cables in service >5 years, its a destructive test. VLF, Tan Delta, and PD all have advantages and disadvanteges over each other and one could argue any of these is better.

Breaker and transformer tests require alot of specific test equipment, a quality testing company will have well over 1 million dollars invested in test equipment. Plus you have to have qualified (NETA certified in some cases) personnel who understand how to perform the proper tests and most importantly interpret the results.

If you have some specifics on what you are testing I can generate a list for you but i hope you have a huge budget. Third party testing companies exist for a reason, it makes good financial sense to hire someone to come in and do the testing for you.
 
Specifically - We installed a MV cable to feed a new substation. The applied voltage is 12,470 phase to phase. The (very large) company we are working for wants to put the substation on line this week end. In the past we have outsourced the MV testing to NETA certified testing companies. At this point I have not been able to schedule a testing Co. for this short term notice. The company we are working for has not requested the cable be tested. However, I will not energize this cable with out a test to proof the cable and Terminations. I was looking for an effective test method that we could do in house (and in the future) with a company rep as a witness and feel comfortable with the results. A rep from Biddle Megger co recommended using a MIT1020 Insulation resistance Tester. Your opinion is appreciated.
 
What state are you in?

Get a VLF set. Tan delta is difficult to perform and understand for most people and PD is expensive and you need a huge database.

these seem to be the best or at least the most popular VLF sets. I would never take the recommendation of a sales rep on what unit to buy, his is always the best. Not saying there is anything wrong with Biddle, just saying best to ask people that have used different ones on the field.
 
We are in Texas just two hours north of Houston. I agree with you on salespeople, I tend to be cautious with them and seek outside sources as I am doing know. It is quiet beneficial to seek out as much information as possible from different sources. Thanks for your response and advice.

I checked out the VLF test system at High Voltage Inc. web site. I vaguely remember reading about these systems at some point. However, after reading the info I believe this test system is an excellent choice and I appreciate the heads up. I believe in the KISS principle. This system seems to meet the KISS principle.
