You're in for a battle with this one. I'm sure if you dig into the contract documents there is a clause that states the EC is responsible for meeting all local and national electrical codes.

I'm guessing the lighting page in the print just showed the fixtures and circuits but did not mention the Reloc style system. And I'm guessing the plan review people did not dig thru the specs to see if a Reloc system was being installed.

Are there any other stores in this jurisdiction that have this wiring method ?
 
Yes, it should have been caught on plan review, however if it was not clear on the prints and buried in the specs it could have been missed. Just having the drawings stamped on plan review does not relieve the requirement to comply with the code rules, even in cases like this.

It also could be a case of an over zealous inspector, and if that is the case, the contractor should be able to recover the extra costs from the inspector's employer.

I always wondered about the AMP system. It seems to violate the tap/protection rules.

Well we got the wirring approved through county office but inspector said he had final say so.

I would rather that someone else bring this up but when an inspector has the final authority that may just mean he is fishing for a few bucks in a brown envelope ( bad economy, needs to put some away for a rainy day).

For $50K it would be worth testing the waters. Honest people can be bribed to, it just cost more. :D

Call it an unofficial fee to expedite inspection. You may even be able to write it off as a business expense.
