The power companies do have rules about balanced loading but as was mentioned they can alternate which phases they use for each single phase service.

In some of the cities around me they run a 208Y/120 network in a neighborhood and alternate which two phases they use for each home.

I had something similar with a business owner that did not want to pay for a three phase service, I had to install a 1200 amp single phase service, and the poco engineer had the crews move all of the residential transformers to the other two phases on the high line. He was getting a cheaper kw rate because the poco billed all single phase loads at the residential rate.
