Big voltage drop from L1 and L2 to N, no voltage drop from L1 to L2... what gives?

I'm trying to troubleshoot a PV AC supply circuit. System is brand new, hasn't been touched AFAIK, and was working fine a week ago when I walked away from it. It's about 80' from the AC combiner to the PV Meter (about 5' of that on the roof itself, 6" standoff), outdoors, and it's pretty hot out (95F+ ambient). I have Two hots, a neutral, a GEC and an EGC in Rigid conduit, all sized #6AWG, and the array can never produce more than 62A, with all modifiers included.

I am seeing 119V Hot to Neutral at the meter, and 104V at the combiner. When I measure L1 to L2, I see 207V at the meter, 204V at the combiner. Any idea what's happening? It's a big problem, if for no other reason, because it's causing my inverters to shut down.
 
Solved it. The problem was a missing neutral connection in the inline meter. Apparently some kind of voltage was still able to develop between hot and neutral, and at various times in the day (including when we commissioned it), it got within operating range. The DAS wasn't live yet, or that would've caught it.
