Bird nests in weatherhead!

When I moved into a new house we discovered that birds liked to try to fly into our windows. Researched a few things but ended up drawing lines on the window with a bar of soap, worked great.

If you can find a spray foam that won't harm the conductor insulation I would clean out the weatherhead and use that.

Firestop sealant is commonly used to seal holes in wooden framing with NM running through them.

Duct seal might work, and would be removable if needed.

Polywater foam sealant used for electrical conduit seal will provide adequate control of critter and water entry. Looking at the image
OP supplied it looks as if the plastic wire barriers are missing, so that doesn't help.

I would unsnap that cover and clean it out first. I would also stick something in the raceway to keep it from filling up with foam.

At least they are not inhabited by paper wasps, duct seal will be the most economical solution after the nest has been vacated.
