Bitten again by Homeline breaker incompatibility

I have a Homeline service panel with 4 slots. Currently there are two single breakers and one double two pole breaker - all 20 amp. The existing two pole breaker which I need to keep, is currently in the central slots, with single pole breakers either side, but this double pole breaker it fits fine when moved to the left most slots or the right most slots.

My plan was to remove the 2 20amp single breakers, move the existing double to one side and install a HOMT2020240 double miniature breaker such that I could maintain the 2 120v circuits and add a 40amp 240 circuit.

When I come to install the breaker, it doesn't fit!

It is not the "notch" issue since the existing double breaker fits in all slots. On closer examination I see that the central slot that separates the two slide on connectors is very thin and won't slide over the "plastic fin" in the service panel. For the existing two pole breaker and other two pole breakers I have, the slot is much wider.

Is this another Homeline gotcha and another rejection feature that requires some "special" Homeline panel? I could fit a regular HOM240CP but then I would lose the additional 2 20 amp 120v circuits that I ideally need.

What is with this type of breaker? Where can it be used? Any ideas about how to achieve my objective?
