How the heck would I know if I need to chase/chop the wall for the conduit to get in or I can just stick a piece down from top of block wall?

Ceilings are ACT drop.

If it's an existing wall I would assume that you're going to need to chop out for the box and case up to the hung ceiling.

There is always a slim chance that you can snake down through the holes in the blocks but since you need to install RMC that is not feasible.

Send an RFI. I've used concrete box clips for my 1900 boxes and dropped 3/4" FMC down the hollow cells of block many times. Usually they will accept that.
