Boiler electric breaker sizing

I have boiler in hvac system with heat pumps and cooling tower pumps. The boiler is 1200va at 120V. The engineer has provided 20A breaker.

I am not certain which NEC 2017 section would apply to the breaker for breaker sizing. Should not the feeder breaker be -5A not 20A?
