No you will not find a code article that says breakers must be bolt in.

"110.9 Interrupting Rating" that basically says the breakers have to be able to handle the fault current available.
In many commercial locations the available fault current will be above the ratings of "plug in breakers" so in a round about way bolt on breakers may be required to meet 110.9.
Whether a breaker is plug-in or bolt-in has no bearing on the AIC rating. You can get a Square D breaker rated for 65,000 in both plug-in and bolt-in. The AIC rating is whatever the name tag on the breaker says.
Cutler has some 42K BR series breakers. They're prefixed by BRHH in the model numbers. Pretty limited selection though. BRH's are 22K, lots more variety there.
