Bond 15kV cable at both ends?

We have a short run of 15kV cable, shielded of approximately 150’. The cable is ‘tapped’ from an existing disconnect switch primary side (that protects an existing transformer), and routed to a new disconnect switch for a new transformer, that is 13.8kV-480V delta delta ungrounded. Should the 15kV cable shield be grounded at both ends for this scenario?
 
In my opinion, for 150' cable length the build-up voltage when only one end of shield is grounded is limited.
If both ends are grounded, then there are some problems:
NEC Art.250.190 permit to employ the shield as EGC [ Equipment Grounding Conductor] if the cross-section area of the shield is sufficient. However, the tape shield does not present the short-circuit required area.
The main conductor ampacity is reduced due the shield losses.
The shield permissible short circuit current may be limited.
