Bond neutral to ground or not?

A 200 amp panel in a bassement feeds a 100 amp panel 120' away in a horse barn. There is no ground pulled to the horse barn, only the two hots and neutral. At the 100 amp barn panel, there are two grorund rods. Question is, do I bond the neutral bus of the 100 amp panel to the ground bus or not? I know if a ground was run from the 200 to 100 that I would not bond.

Yes if it is existing. The 08 NEC requires a 4th wire, the grounding conductor.
Be sure your panel and lights and outlets are dust proof.
I put the panel outside on a horse barn for this reason.
 
What is the wiring method for the feeder to the 100 amp panel? RMC, PVC, Etc.? A metallic raceway would require you to to keep the grounds and neutrals separate at the 100 amp panel.

Yeah, I was heading in that direction. I was waiting to hear back from the smbray to see if the conduit was metallic (initially I assumed PVC). If so it would change Bob's response that said bonding the two together was required.

I will also say this, I would not assume RMC all the way even if I see RMC at both ends. I would still likely treat it like a service.

Correct. URD 2-2-4 direct buried. I should have been a little more specific and detailed but was in a hurry.
