It should be #8 or larger, but may be bare.

And just to mention, it's not (necessarily) an EGC.
 
The Equipotential Bonding wire is required to be a minimum of 8 AWG, Solid, Copper.

If you can find insulated #8 solid copper it is acceptable to use but not practical since it will not pass through most of the lugs provided.

I've never seen anything larger than #10 that was insulated.

Back in the 70's is was common to see #8 solid insulated THW conductors installed in raceways. I'm not sure when the NEC limited the size of solid conductors in raceways to #10.

An equi-potential bond, assuring there are no voltages among parts.
And regardless of voltages present, when properly done, the EPB will create a condition that there will be no difference of potential between objects related and around a pool. "Bird on the wire" condition. Demonstrated in video "120V Swimming".
