Bonding and grounding

On many old houses, meter box and fuse box are located in two different locations. Upgrading the main panel requires to run new wires from new panel to the old fuse box and use it as a junction box. Why are AHJ allow electricians not to bond this old box to the newly installed box? My understanding is that, any junction boxes must bonded properly. Any input is appreciated.

An EGC is required to be connected to this box, but the grounded conductor cannot be bonded to this box.
