Bonding between the buildings

I have an existing building with existing electrical service to remain.

Addition will be built, but it will be structurally separated, so there are no steel connections between new and existing.

I am providing new distribution panelboard for the new addition (it is still located within the existing building, but right outside of a new addition) and I am bringing ground and neutral to this panelboard. Per NEC 2002 250.32B the neutral is isolated from the ground bus. There is a grounding electrode (ufer ground) for the new building. There will be water, telephone, gas nad other piping run between the buildings.
The question is : should the steel of the new building be bonded with the existing building steel?

You say the buildings are structurally separated, but I'm not clear as to whether they are physically separated. Are these separate buildings with space between the two, or is the new building an attached addition. If attached, is there a fire wall, as defined by the applicable building code, separating the structure into two buildings?

Yes, they are physically separated as well, with a gap ranging from 4 inches to 1 foot, and the walls are 2 hour fire rated walls.
