For that matter, if the incoming wiring is NM, why use any LB?
Because for some reason the box couldn't be where the penetration had to be?
It's also technically a violation to have the NM in a wet location. Having it enter the bix is debatably legal, but running through an LB not so much. But I see that all the time.

Here's the applicable wording

(3) Bonding of Electrical Equipment. Normally non–
current-carrying conductive materials enclosing electrical
conductors
or equipment, or forming part of such equipment,
shall be connected together and to the electrical supply
source in a manner that establishes an effective groundfault
current path.
Key word is conductors. OP has NM cables in there and this sounds like it's function is primarily a protective sleeve. If so that doesn't require bonding though it doesn't hurt to do so either.

The next thing is whether those NM cables should even be on exterior side of the house to begin with.

I thought about that, but it seems like stretch. The cable assembly has conductors inside.

You don't have to bond a metal tube that is simply a protection sleeve for NM cable. Or any other wiring method for that matter.

EMT run exposed down say a concrete wall to a switch or receptacle normally gets bonded mostly because the box it attaches to is required to be bonded. Technically should be able to put it in a non metallic box and not have to bond the sleeve. Almost nobody does this but shouldn't be a code violation if you did.
