Bonding Cable Tray for Data & Telephone

Given CAT5 data and telephone wiring in non-plenum tray in a commercial installation:

725.56 (D)(1) says reclassify data as communications cable and install per Art 800.

800.110 says install per Chapter 3.

392.7 (A) says ground per 250.96

250.96 says trays THAT ARE TO SERVE AS GROUNDING CONDUCTORS shall be bonded...

CAT5 wire runs do not require an equipment grounding conductor, so do I need to bond when run in tray? Inspector says yes...

392.7 (A) Metallic cable trays that support electrical conductors shall be grounded as required for conductor enclosures in accordance with 250.96. This comes from the 2005 NEC.

This section references electrical conductors, not communication conductors. Therefore I don't believe that the tray needs to be bonded.
