Bonding conduit to cable tray

Does the NEC allow using the cable tray to be used as the system grounding conductor when bonding conduit to cable tray? The specs on my project state that each metallic conduit run shall be solidly grounded to the station grounding system.
That tells me, the conduit grounding bushing needs to be tied into the 4/0 ground conductor andnot just bolted to the tray.
Anyone have any input?

Thanks for the reply. After reviewing the section you cited, I wish I could edit my question. The contractor is using corn-clamps to secure the conduit. Not LCC's. I don't believe corn-clamps are UL listed as conduit to cable tray clamps, even though they do connect it solidly.
