Bonding connector

Good morning.
Does this connector for bonding Verizon fios to GEC need to have insulation taken off from GEC in order to make contact or does it have teeth that penetrate insulation like 'Insul eater connectors' .
I saw it on friends 1 family home in NJ.

I'm gonna save that picture, if that tells you anything... :DThey may make non-insulated piercing tap connectors, but I've never seen one, and that definitely isn't one: It was just installed by a really lazy phone guy.
 
5 ft rod is min what telephone guy can use.
the reason for shorter rod was that they used to haul a 5 ft trailer.

Yet it has a roof rack that could handle 8' rods.

Well it sure sounds like a dubious 'fact' that they would adjust the length of a safety device just for the reason of fitting it in a trailer.

But I have no way to prove otherwise.
 
I havent done much residential communications work, but I was under the impression that driving your own rod far away from the electrical panel rods could create ground loops/voltage gradients/other bad things, and that the ground(s) had to run back to the panel or its ground rods?
