Bonding Jumper to the Enclosure

I hope this message is going well.

Is my pleasure to ask you this question. I work with a General Electrical Contractor, and I have this situation in the building. We've a cable trade and a MC cable running in parallels through a MOD (Equipment distribution) with 600 volts breaker and the cable running through there are of 350 kcmil each one. I did an observation for this because I said that the cable trade has to have a Bonding jumper to the enclosure, per code (see section 250.96) and per specification of the building. The trade partner told me that as "Bonding jumper from cable tray to enclosure" reference 392.60 option 2 states said, each multiconductor cable with individual EGC conductor, are ties to the equipment that is going to. However, I just let you know that they Bonded the cable tray and ties back to the ground grid along with the individual pieces of equipment.

My question is, according to your knowledge this cable trade has to be bonding to the enclosure??
