I'm currently inspecting a metal skinned commercial building. Some electricial devises are installed at outlets through the metal skin/ receptacles, luminaires, etc. I've requested that the skin be electrically bonded. The Electrical designer and electrician think I've just come here from another planet! Any input-anyone regarding my bonding request. Thanks in advance.

The metal "skin" of a building would not be considered "structural" when applying the requirement 250.104(C). However, it would certainly bring added protection .

I see no way that the typical metal skin of a building can be bonded without makeing a bonding connection to each and every section of the skin. In most cases the skin installation in itself will not provide an electrical connection between the sections.

I wouldn't suppose the entire skin would be effectively bonded from just one point either, but one could bond the area or particular section that is likely to be energized.

Logic says the metal panel 'should' be bonded, whether the code requires it or not. Good thinking!
I'd like to know from others where the code says "likely to become energized"? All I read is "may become energized", big difference. What am I missing?

Every such building I've seen has the skin panels screwed to metal framing members, which are in turn bolted to structural iron- so I'll answer with this sort of construction in mind.
Just how do you bolt all this together, then hang your panel, without it all being bonded at least as well as you EMT sections?
At your box or fixture, how do you mount them without your fasteners also creating a bond?
I fail to see what improvement a green pigtail would accomplish.
