After a separately derived system (step down transformer) does the neutral need to be bonded to case in the first panel which has a main disco? Code article would be helpful also

250.30. Neutral can be bonded in the first disconnect or in the the transformer. If you have access to the Handbook it has some good illustrations.

i always think of the three things bonded to the neutral, the enclosure either the transformer, or the enclosure at the first disconnect, the equipment ground and the grounding electrode conductor.
as mentioned you can bond the neutral at the transformer or at the first disconnect. At what ever location you pick all three things must be bonded from that location.
