Bonding panels in close proximity

I recall having read that service panels in close proximity (6 feet as I recall) can have the neutral and ground bonded. The context where we always used it was a multi-family building with a main panel and immediately adjacent would be 4 panels (one for each unit). I would swear each of those 4 panels had neutral/ground bond. I've been retired for a bit. Am I remembering this correctly? Code number would be great. The reason I'm asking is that a friend just installed a new service and is using the old panel for distribution. He asked if he needed to install an isolated neutral bar now that it is no longer the main panel. My first thought was yes, but then I remember the above.

On a service supplied system the neutral and grounding can only be connected at the service panel ie: 1st disconnecting means
