bonding required for a motor junction box cover?

We've got a piece of mobile equipment from the 1980s with a 50 HP motor that's got a locked rotor current draw of 800 amps. There's currently a ground wire secured in the junction box to one of the bolts that secures the junction box to the motor. We've been told that we also need to ground/bond the junction box lid. Is that true? The junction box lid is metal. If we coat the lid with a non conductive material, does that meet the requirement?

If the requirement is to bond the lid I am pretty sure that insulating the lid won't meet that requirement.

In general the lid is bonded to the jbox via the screws that hold it in place.

If you need to do more than that it is not a code issue but some kind of rule someone made up. If such a rule exists than you need to follow it.
