As has been speculated in other threads, if the spa is on, for example, a concrete patio that extends from the house walls, it would not be a separate structure. But if it in the open, standing alone, it might be a separate structure needing its own ground electrode.
hmm...ok I was not going to comment on this but heck....why not.

So every deck that is built that is "free-standing or floating", no physical connection to the existing structure would in your view have to have it's own GES. So even if I choose to place a "Hot Tub" on that "isolated" free standing deck system, is your contention that a GES is needed?
 
The way the code is written that could technically be required. If the wire to the tub is a feeder then one could argue it is a separate structure and thus needs to have a grounding electrode system. However I don't believe that is the intent behind art. 250.32.

This issue comes up alot -- that would be like saying every light pole is a structure and needs a grounding electrode system if it is fed with a feeder. It gets very difficult to get all scenarios in a code article
