Bonding transformer zero volt to ground

Thanks for the reply Mike.
I tried bonding the 0 volt side of the terminal of the transformer to the chassis ground and it kept tripping the breaker for the transformer upon start-up. What is the cause of this? The transformer does have a separate ground terminal going to the chassis and it's ground is bonded to the 0 volt of the transformer.

This transformer is a step down transformer and has a 208V AC supply and has a 15amp circuit breaker over current.

Should I change the over current breaker to a time delay fuse with the same rating??
