Bonding water pipe at SDS

Our code official takes the position that art.250-80 (96 code) Bonding water pipe to SDS does not apply if the incoming water supply is bonded to building steel. Any comments?

I dug out my 96 book and I see no exception to 250-80(a).

There is an exception to this in the 2002 code now located at 250.104(4)

Maybe this inspector is just jumping ahead. :D

Is the inspector prohibiting you from bonding the water pipe or just not requiring it, either way it sounds incorrect for an area under '96 rules.
