So, it's in the handbook, but not the codebook? 2014 version I assume.

The NECH contains the entire NEC and adds commentary by the authors. The commentary is not part of the enforceable code, it's just the interpretive opinion of the authors of the NECH.
 
I've never bought the handbook before. I guess I'll buy it this time when we switch to the 2017 version.
