Bonding with new plumging not copper

In one county we work in the inspection dept. requires a #8 cu bond from the pump motor to the main disconnect. In a neighboring county another inspector does not allow a bond to the disconnect he instead insists on a bond from motor to faucet because of possible different voltage potential between faucet and water. He says the branch circuit ground satisfies the bond requirement.
 
i know this is a longshot, but what if the current were to get into the water and not touch the ground, since there is no ground path from the water, wouldn't that be a shock hazard? I would want a piece of metal to bond with in the pipework, code or not.
