110.14 is the specific Code reference that comes to mind, but I don't know if there is anything that expressly prohibits stacking lugs. If the lugs were dissimilar in metal, then that's another issue and is addressed by 110.14.
By the way, what does an Interconnection Specialist do ? Sounds important, anyway.
