They SHOULD NOT do it.But many a homeowner have replaced 15 or 20 amp fuses with 25 or 30.They have limited knowledge and believe they solved the problem.Very few if any would do this if they understood the danger.There also are many handymen and unskilled electricians that might over fuse or missuse circuit breakers.The result is often a fire.Perhaps if someone, either county AHJ,fire department,or insurance company forced a re inspection every 5 years or so then this might get spotted and corrected.I once visited a sparky from a company we both worked at.Up till then i thought he was reasonabbly smart.He solved the 15 amp breaker tripping by replacing it with one side of a 2 pole 50.
Nothing short of using a good electrician will keep others from over fuseing.
