Branch Circuit Conductors Through Meter Section of Panelboard

I work for a utility and noticed a panelboard today that was overhead fed, dual meter setup. Two conduits terminated in bottom of panel, 1 exiting the breaker compartment section, the other terminated in the metered (service side) section of the panel. Branch circuit conductors passed through metered section of panel into breaker compartment side, through a chase nipple on the barrier wall of section. This can't be legal can it? I've spent some time looking through NEC but can't find section. Any help would be appreciated

Not aware of any rule in the NEC that makes that a violation.

The NEC does not require a meter, but
POCOs generally have rules on metered and non metered conductors in the same raceway or enclosure. The NEC has a rule allowing power monitoring conductors in meter sockets and raceways with service conductors

I can see that but in this case it's the feeders to a separate structure. Our utility as a rule doesn't allow it, but I was trying to find something in the code that says you can or cannot do it. As a former field electrician for 30yrs, I was never a fan of the "Authority Having Jurisdiction" rule.
