Branch circuit grounding electrode.

What is happening is......a multiwire branch circuit has been dead ended in a j-box. The conducters are #12 w/14 gnd. I don't think the the ec can run 2 twenty amp circuits out to the kitchen because of the size of the gnd. but I can't put my finger on the violation in the NEC.
 
The word ?electrode? refers to the ground rod or other metal thing stuck in the dirt. Are you asking about the Equipment Grounding Conductor? If so, then start with 250.122. Please note, however, that for small circuits (20 and 30 amp) the EGC happens to be the same size as the ungrounded conductors. If you increase the size of the ungrounded (e.g., from #12 for a 20 amp circuit), you must increase the size of the EGC proportionally. But since they started out the same size, that means that whatever size you pick for the ungrounded will have to be the same for the EGC.

If this is a 20 amp circuit, then it violates 250.122(A). If this is a 15 amp circuit, then it violates 250.122(B).
