"For track lighting in other than dwelling units or guest rooms of hotels or motels, an additional load of 150 VA shall be included for every 2 ft. of lighting track or fraction thereof. Were multicircuit track is installed, the load shall be considered to be divided equally between the track circuits."
This "addtional load" is in addition to the prescriptive loads for lighting in the project mentioned in 220.11............and this is to compute the loads to determine the size of the feeder to the lighting panel or combination panel, that's why it is under Feeders and Service.

The Article 220 references are not for branch circuits. The branch circuit requirements are found in:
410.101 (B) Connected Load. The connected load on lighting track shall not exceed the rating of the track. Lighting track shall be supplied by a branch circuit having a rating not more than that of the track.

I looked at 410.101(B) but did not read it as what the OP was asking which is why I went to Article 220, "Branch Circuit, Feeder and Service Calculations."
OK, I see where Article 220 is broken into three sections, and the Track Lighting is in Part III under Feeders.
