Am providing for a customer a branch ckt feeder (100a) to a new detached building that he has added on his property. The branch ckt feeder will come from the existing 200a service located in the dwelling unit. The building is approximately 20 feet from his habitable dwelling. The detached building is a 20x30 building wood framed with metal sides and roof. One door for walk-in entry and one two car garage door. The floor will remain dirt.
I am wodering about the proper disconnect location.
According to the code book,(250.32(b)(1), the disconnect means located in a separte building on the same premisis has special considerations for grounding that I understand but I cannot find where a disconnect at the 2nd building is a definite requirement.
I was thinking of using a main lug only panel at the new building and power this panel from the existing 200a service cabinet at the dwelling home using this 100amp brkr as the disconnect, and provide an eqipment ground lead with the supply conductors for this panel.
Can anyone assist in my effort to find a definite code requirement for a possible disconnect to be required at the new building area for the new 100amp panel?

PS. I don't know why this customer wants a 100amp panel in this building, He only wants a couple of outlets, and two lights.
