branch nuterals burned up, why?

I just found a panel on a job we are rebuilding and on the right side all the branch circuit nuterals where burned in half. The nuteral rail and nuterals on the left side where ok just bad on right side . I checked all conections and no nuterals where crossed up in J boxes . What is going on?
 
Heat = Rsistance or overload issue.

Is the panel still on line?
If so measure loads on neutral.
Check terminals for loose connections
Are the multi-wire branch circuits properly distributed A, B, C.
Can you measure contact resistance.
 
Is there any evidence of a near or direct lightning strike? Is there a MBJ on that side of the neutral bus? Is there any evidence of "faul play"?
 
Most likely never tightened those neutral connections as others said. What loads are on these circuits? Lots' of electronics? That's my back-up guess.

Was the neutral bar tight to the bus?
 
No just tight. I am worring about this because there are someting bad wrong here. when i replaced the neutral wires to j box they where not brown insinde the conduit . they where like new inside the pipe
 
I remember 220 posted a pic a while back of a similar problem. The neutral bar had a hairline crack across it you wouldn't of noticed without looking for it.
