Breaker double tapping

I think it was designed with the intent of permitting two conductors, I just don't think they took the step of getting it listed for two conductors. I don't see any technical issue with the use of two conductors, just a code issue if the breaker is not marked to say you can use two.

I agree. I'm sure the installer felt that the installation was safe too but may fall short on the technical aspects of the listing.
