Can a Breaker Panel Be installed in a bathroom?
I have a Commercial Building that has had two adjoining business spaces combined and the panels or located in the bathrooms.

Provided that the breaker panels are not the service equipment, they can be located in commercial bathrooms.

Why would they not be consider service equipment ?

Service Equipment. The necessary equipment, usually consisting of a circuit breaker(s) or switch(es) and fuse(s) and their accessories, connected to the load end of service conductors to a building or other structure, or an otherwise designated area, and intended to constitute the main control and cutoff of the supply.

Each panel has a separate disconnect from the service. Would this disconnect be the Service equipment and the panels NOT because it come before them.

No There is one next to Each Meter Can. One is not used and has no Meter.
One meter Can feeds both Panels now ( not done by me)
and there is a disconnnect BOX to disconnect the Service Conductors to the panels

Then you are good to go as long as your clearances are met.

So it is ok that each panel has a seperate Disconnect and that the new combinded space has two panels and in order to turn the power off you have to turn off both disconnects.

Yes, a service can consist of up to 6 disconnects or breakers grouped together.
