I can't find where I read about conductors connected to breakers =< 100-amps needed to be calculated using the 60C column of 310.16. I can't seem to find that wording. Anyone know where it is, or am I nuts?

You're not nuts! And if the terminations are all rated for 75 degrees C you can still use the 75 degree C ampacity of the conductor even if it's less than 100 amps.
