Breakers called out on home inspection

Hi,

New one to me.

Realtor I work with sent me the inspection report for a home he is selling. Home inspector noted that the breakers had a white powder coming from inside the breaker.

These are Siemens QP breakers, the powder is at the load terminal area as shown in the photo. Siemens is using some sort white substance to cover the screw, I guess it is the calibration screw. Anyway this has broken down and some of the screw heads are visible. Seams other manufacturers use paper.

Buyer had their electrician look and he recommends replacing all of them. Seller agent wanted my opinion. I told him I would ask around but thought that Siemens would be the only one to give a qualitative answer.

Anyone else seen this or have an opinion?
