Breakers tripping when power goes out.

Just in case anyone is curious how this played out: The homeowner called the utility and said that his electrician was going to do some testing to see where the problem was coming from. The utility had some guys out there working on the transformer within a week, and there hasn't been a problem since.

And I bet they never admitted to is being their problem either...
 
I've swapped out a number of spec grade CH AFCI breakers in the same neighborhood that begin nuisance tripping after 3-4 years, but I haven't had a problem with them tripping every time the power goes out and comes on again.
Any suggestions? POCO doesn't take any responsibility.
In theory you can direct the customers to:

Unfortunately that's not a neutral site evaluating cost/benefit/trouble of AFCIs.
